Members of the Winchester Kiwanis Club recentÂly welÂcomed James Monroe Homes as guest speakÂers at their weekÂly meetÂing. Before a full house of memÂbers and guests James Monroe, Bridget Winfrey and Kristen Murrow spoke about the new Boone’s Crossing Community.
Boone’s Crossing is a new, mixed-use, 200-acre develÂopÂment curÂrentÂly under conÂstrucÂtion at 2070 Boonesboro Rd. Monroe purÂchased the forÂmer Scobee propÂerÂty in September 2024. It was already zoned for a planned develÂopÂment project, which perÂmitÂted the mixed uses Monroe proÂposed and which were approved by the WCC Planning Commission. The infraÂstrucÂture for approxÂiÂmateÂly 400 sinÂgle famÂiÂly homes on varÂiÂous sized lots is curÂrentÂly ongoÂing. Additional mulÂtiÂfamÂiÂly and comÂmerÂcial areas are also proÂposed. There will be some open green space areas includÂed in the new development.
Monroe is new to Clark County, but is not a newÂcomÂer to the busiÂness. They have been involved in projects in Fayette, Scott, and Jessamine counÂties for over 20 years. Mr. Monroe indiÂcatÂed the comÂpaÂny felt that Clark County was a good fit for the new planned comÂmuÂniÂty and that the timÂing fit into the company’s time frame for expansion.

Monroe said, “We spent over two years searchÂing throughÂout Central Kentucky for the best locaÂtion for this develÂopÂment. It became abunÂdantÂly clear that Winchester would be the ideÂal place for Boone’s Crossing. We are excitÂed to be a part of this growÂing community”.
Monroe went on to outÂline the planned improveÂments, includÂing turn lanes on KY 627, but said timÂing on the proÂposed Bypass extenÂsion that traÂversÂes the site will have an impact on the future comÂmerÂcial and mulÂtiÂfamÂiÂly areas.
Speaking about the Winchester comÂmuÂniÂty, Monroe said everyÂone and all the local regÂuÂlaÂtoÂry agenÂcies have been easy to work with and have been extremeÂly helpÂful. To that end, subÂject to planÂning approval in February and sureÂty bond accepÂtance, he hopes to begin conÂstrucÂtion of housÂes simulÂtaÂneÂousÂly along with the conÂstrucÂtion of infraÂstrucÂture as earÂly as March 2026. Based on his expeÂriÂence in othÂer counÂties, this is an excepÂtionÂalÂly fast approval process that is attribÂuted to the willÂingÂness of local agenÂcies to accomÂmoÂdate new develÂopÂment. The neighÂborÂhood will have deed restricÂtions and require homeÂownÂers assoÂciÂaÂtion memÂberÂship. As lots are recordÂed and made availÂable for sale, Monroe will request annexÂaÂtion so that city serÂvices such as police proÂtecÂtion and streetÂlights will be offered.

Monroe’s home buyÂers cusÂtomize their design by choosÂing from many inteÂriÂor options with help from Monroe’s inteÂriÂor designÂer. Monroe said that there is no mediÂan price as the homes can be taiÂlored to the new ownÂer, but the averÂage home from the priÂor year sales was in the $380,000 range. To conÂtrol the qualÂiÂty of conÂstrucÂtion and aesÂthetÂics of the new comÂmuÂniÂty, Monroe does not sell lots to othÂer builders but offers a wide variÂety of enerÂgy-effiÂcient home plans. These new homes will be both one floor along with two- and three-stoÂry homes with walkÂout baseÂments due to the topography.
