Members of the Winchester Kiwanis Club recently welcomed James Monroe Homes as guest speakers at their weekly meeting. Before a full house of members and guests James Monroe, Bridget Winfrey and Kristen Murrow spoke about the new Boone’s Crossing Community.
Boone’s Crossing is a new, mixed-use, 200-acre development currently under construction at 2070 Boonesboro Rd. Monroe purchased the former Scobee property in September 2024. It was already zoned for a planned development project, which permitted the mixed uses Monroe proposed and which were approved by the WCC Planning Commission. The infrastructure for approximately 400 single family homes on various sized lots is currently ongoing. Additional multifamily and commercial areas are also proposed. There will be some open green space areas included in the new development.
Monroe is new to Clark County, but is not a newcomer to the business. They have been involved in projects in Fayette, Scott, and Jessamine counties for over 20 years. Mr. Monroe indicated the company felt that Clark County was a good fit for the new planned community and that the timing fit into the company’s time frame for expansion.

Monroe said, “We spent over two years searching throughout Central Kentucky for the best location for this development. It became abundantly clear that Winchester would be the ideal place for Boone’s Crossing. We are excited to be a part of this growing community”.
Monroe went on to outline the planned improvements, including turn lanes on KY 627, but said timing on the proposed Bypass extension that traverses the site will have an impact on the future commercial and multifamily areas.
Speaking about the Winchester community, Monroe said everyone and all the local regulatory agencies have been easy to work with and have been extremely helpful. To that end, subject to planning approval in February and surety bond acceptance, he hopes to begin construction of houses simultaneously along with the construction of infrastructure as early as March 2026. Based on his experience in other counties, this is an exceptionally fast approval process that is attributed to the willingness of local agencies to accommodate new development. The neighborhood will have deed restrictions and require homeowners association membership. As lots are recorded and made available for sale, Monroe will request annexation so that city services such as police protection and streetlights will be offered.

Monroe’s home buyers customize their design by choosing from many interior options with help from Monroe’s interior designer. Monroe said that there is no median price as the homes can be tailored to the new owner, but the average home from the prior year sales was in the $380,000 range. To control the quality of construction and aesthetics of the new community, Monroe does not sell lots to other builders but offers a wide variety of energy-efficient home plans. These new homes will be both one floor along with two- and three-story homes with walkout basements due to the topography.
The Winchester Kiwanis Club, Winchester’s longest continuously active civic organization, meets at noon on Wednesdays at Arby’s. Guests are welcome and encouraged to attend.
