A New Community Coming to Clark County

Members of the Winchester Kiwanis Club recent­ly wel­comed James Monroe Homes as guest speak­ers at their week­ly meet­ing. Before a full house of mem­bers and guests James Monroe, Bridget Winfrey and Kristen Murrow spoke about the new Boone’s Crossing Community. 

Boone’s Crossing is a new, mixed-use, 200-acre devel­op­ment cur­rent­ly under con­struc­tion at 2070 Boonesboro Rd. Monroe pur­chased the for­mer Scobee prop­er­ty in September 2024. It was already zoned for a planned devel­op­ment project, which per­mit­ted the mixed uses Monroe pro­posed and which were approved by the WCC Planning Commission. The infra­struc­ture for approx­i­mate­ly 400 sin­gle fam­i­ly homes on var­i­ous sized lots is cur­rent­ly ongo­ing. Additional mul­ti­fam­i­ly and com­mer­cial areas are also pro­posed. There will be some open green space areas includ­ed in the new development.

Monroe is new to Clark County, but is not a new­com­er to the busi­ness. They have been involved in projects in Fayette, Scott, and Jessamine coun­ties for over 20 years. Mr. Monroe indi­cat­ed the com­pa­ny felt that Clark County was a good fit for the new planned com­mu­ni­ty and that the tim­ing fit into the company’s time frame for expansion.

Monroe said, “We spent over two years search­ing through­out Central Kentucky for the best loca­tion for this devel­op­ment. It became abun­dant­ly clear that Winchester would be the ide­al place for Boone’s Crossing. We are excit­ed to be a part of this grow­ing community”.

Monroe went on to out­line the planned improve­ments, includ­ing turn lanes on KY 627, but said tim­ing on the pro­posed Bypass exten­sion that tra­vers­es the site will have an impact on the future com­mer­cial and mul­ti­fam­i­ly areas.

Speaking about the Winchester com­mu­ni­ty, Monroe said every­one and all the local reg­u­la­to­ry agen­cies have been easy to work with and have been extreme­ly help­ful. To that end, sub­ject to plan­ning approval in February and sure­ty bond accep­tance, he hopes to begin con­struc­tion of hous­es simul­ta­ne­ous­ly along with the con­struc­tion of infra­struc­ture as ear­ly as March 2026. Based on his expe­ri­ence in oth­er coun­ties, this is an excep­tion­al­ly fast approval process that is attrib­uted to the will­ing­ness of local agen­cies to accom­mo­date new devel­op­ment. The neigh­bor­hood will have deed restric­tions and require home­own­ers asso­ci­a­tion mem­ber­ship. As lots are record­ed and made avail­able for sale, Monroe will request annex­a­tion so that city ser­vices such as police pro­tec­tion and street­lights will be offered.

Monroe’s home buy­ers cus­tomize their design by choos­ing from many inte­ri­or options with help from Monroe’s inte­ri­or design­er. Monroe said that there is no medi­an price as the homes can be tai­lored to the new own­er, but the aver­age home from the pri­or year sales was in the $380,000 range. To con­trol the qual­i­ty of con­struc­tion and aes­thet­ics of the new com­mu­ni­ty, Monroe does not sell lots to oth­er builders but offers a wide vari­ety of ener­gy-effi­cient home plans. These new homes will be both one floor along with two- and three-sto­ry homes with walk­out base­ments due to the topography.

The Winchester Kiwanis Club, Winchester’s longest con­tin­u­ous­ly active civic orga­ni­za­tion, meets at noon on Wednesdays at Arby’s. Guests are wel­come and encour­aged to attend.
